শিলিগুড়ি। কোভিড অতিমারী আছড়ে পড়ার পর থেকেই অত্যাধিক বিল, কালো বাজারি, দুর্নীতির মতো অমানবিক শব্দগুলি সেঁটে গিয়েছে চিকিৎসা পরিষেবার সঙ্গে। অতিমারীর সঙ্কটকালে সাধারন মানুষের অসহায়তার সুযোগকে কাজে লাগিয়ে শিলিগুড়ি শহরের বেসরকারি চিকিৎসার পরিষেবার সঙ্গে যুক্ত একটা বড় শ্রেণী লাফিয়ে লাফিয়ে মুনাফা বৃদ্ধিতে নেমেছে। কোভিডের দ্বিতীয় ঢেউয়ের শুরুর সময় থেকেই বেসরকারি নার্সিংহোমের লাগামছাড়া লক্ষ লক্ষ টাকার বিল, মাত্রাতিরিক্ত এম্বুলেন্সের ভাড়া টানতে সহায় সম্বল হারা হতে হয়েছে বহু সাধারণকে। আর এবারে তার সঙ্গে জুড়ছে আরও এক কবজ। শিলিগুড়ি শহরের প্রথম সারির বেসরকারি ল্যাবে কোভিড আরটিপিসিআর টেস্টের জন্য অনৈতিক ও সম্পূর্ণ বেআইনী ভাবে মাথাপিছু আদায় করা হচ্ছে ২৫০০ টাকা। যদিও রাজ্য সরকারের আরটিপিসিআর টেস্ট বাবদ নির্দিষ্ট মূল্য নির্ধারিত রয়েছে। তবে ওসবের কিচ্ছু পরোয়া নেই বেসরকারি ল্যাবগুলির। গণিতের হিসেব কষলে মাথাপিছু ১০৮% বাড়তি টাকা আদায় করছে ল্যাবটরি। অভিযোগ শিলিগুড়ির বেসরকারি এক ল্যাবে টেস্ট করাতে হলে এই বাড়তি টাকা গুনতে হচ্ছে।
তবে গ্রাহকের কপালে জুটছে না তার কোনো রশিদ বা প্রমাণপত্র। খুব আবেদন নিবেদনে বরফ কিছুটা গললে ১২০০টাকার সিল ছাপ্পাহীন একটি রশিদ ধরিয়ে দেওয়া হচ্ছে আম পাবলিককে। সম্প্রতি শিলিগুড়ি হিলকার্ট রোডের মহানন্দা পাড়ার নামজাদা আনন্দলোক সোনো স্ক্যান সেন্টারের বিরুদ্ধে এ সংক্রান্ত একাধিক অভিযোগ সামনে এসেছে।
কিন্তু একের পর এক মৌখিক অভিযোগ কানে তোলেনি দার্জিলিং জেলা স্বাস্থ্য দপ্তর। একাধিক বার এধরনের অভিযোগের পাল্টা জবাবে জেলা স্বাস্থ্য দপ্তরের অধিকর্তা জানিয়ে দেয় কোনো লিখিত অভিযোগ মেলেনি। লিখিত অভিযোগ না হলে কোনো ব্যবস্থা নেওয়া সম্ভব নয়!তবে সম্প্রতি চিকিৎসা ব্যবস্থার আড়ালে চলা এই দুর্নীতি চক্রের বিরুদ্ধে আইনি নোটিশ জারি হওয়ায় নড়েচড়ে বসে সংশ্লিষ্ট বেসরকারি ল্যাবটরি থেকে স্বাস্থ্য দপ্তরের অধিকর্তারা। লিগ্যাল রাইটস প্রটেকশন অর্গানাইজেশন নামে শহরের একটি সংগঠন তাদের ফিল্ড ইনভেস্টিগেশনে পুরো বিষয়টি যাবতীয় তথ্য প্রমাণ সহ সামনে আনে।
সংস্থার তরফে অভিযোগ দাখিল করা হয় দার্জিলিং জেলা স্বাস্থ্য দপ্তর সহ শিলিগুড়ি পুলিশ কমিশনার গৌরব শর্মার কাছে। এরপরই দার্জিলিং জেলা স্বাস্থ্য দপ্তরের তরফে তড়িঘড়ি অভিযোগের ভিত্তিতে সংশ্লিষ্ট ল্যাবের বিরুদ্ধে তদন্তের নির্দেশ দিয়ে, দুই সদস্যের তদন্ত কমিটি গঠন করা হয়। এই তদন্ত কমিটিতে রয়েছেন এসিএমওএইচ ও ডেপুটি সিএমওএইচ। ১০দিনের মধ্যে কমিটিকে তদন্ত রিপোর্ট পেশের নির্দেশ দিয়েছে জেলা স্বাস্থ্য দপ্তরের মুখ্য স্বাস্থ্য আধিকারিক ডাঃ প্রলয় আচার্য।
অনৈতিক ভাবে অর্থ আদায়ের শিকার সংস্থার চেয়ারম্যান আইনজীবী অতীন্দ্র চৌধুরী জানান বেশ কিছুদিন ধরেই সাধারণ মানুষের কাছ থেকে এ ধরনের অভিযোগ আসছিল। সেমতো গত ১৮ই জুলাই সংশ্লিষ্ট ল্যাব কর্তৃপক্ষের কাছে আরটিপিসিআর টেস্টের বিষয়ে জানতে চান তিনি। সেখানে টেস্ট সংক্রান্ত যাবতীয় তথ্য দেওয়া হলেও টেস্ট বাবদ খরচের বিষয়টি সশরীরে ল্যাবে গিয়ে খোঁজ নিতে বলা হয় তাকে। এরপর আনন্দলোক সোনো স্ক্যান সেন্টারে গিয়ে রিসেপশনে খোঁজ নিতে চাইলে সেখান থেকে সংশ্লিষ্ট বিভাগের এক ব্যক্তির সঙ্গে পরিচয় করানো হয় তার। সে ব্যক্তি তাকে জানান টেস্টের জন্য অগ্রীম ২৫০০টাকা দিতে হবে। তবে কোনো রশিদ পাওয়া যাবে না। এমনকি অনৈতিক কার্যসিদ্ধির জন্য অনলাইনে টাকা প্রদানের ব্যবস্থা রাখা হয়নি সংশ্লিষ্ট ল্যাবে। পুরো টাকাই নগদে নেওয়া হয় গ্রাহকদের কাছ থেকে।
একই অভিযোগ অসুস্থ শিশু কন্যার টেস্ট করাতে আসা নাম প্রকাশ্যে অনিচ্ছুক বাবারও। অন্যদিকে ২০শে জুলাই দুপুর ৩.৩০ নাগাদ উক্ত ল্যাবে টেস্ট করান অতীন্দ্র বাবু। বহু আবেদনের পর ১২০০ টাকার একটি সিল ছাপ্পা বিহীন রশিদ দেওয়া হয় তাকে। বিকেল নাগাদ রিপোর্ট হাতে নিয়েই সংশ্লিষ্ট ল্যাব কর্তৃপক্ষকে কড়া ভাষায় নিজস্ব আইনজীবী পরিচয় দিয়ে আইনী নোটিস পাঠান তিনি। ল্যাব কর্তৃপক্ষকে সতর্ক করে তিনি মেইল মারফৎ জানান পরিস্থিতির সুযোগ নিয়ে তার ওপর চাপ সৃষ্টি করে ল্যাব বেআইনিভাবে যে অতিরিক্ত অর্থ আদায় করেছে তা ২৪ঘন্টার মধ্যে তাকে ফিরিয়ে দেওয়া না হলে কড়া আইনি পদক্ষেপ নেওয়া হবে। এরপর ২৩জুলাই ল্যাব কর্তৃপক্ষের তরফে ফোন করে তার সঙ্গে রফা করতে চাওয়া হয়। অপারেশন ম্যানেজার দেবাশীষ পাল পরিচয় দিয়ে ফোনে অতীন্দ্র বাবুকে এক ব্যক্তি জানান ল্যাবের প্রশাসনিক কর্তারা সিদ্ধান্ত নিয়েছেন বাড়তি ১৩০০ টাকা তার ব্যাংক খাতে ফেরত দেওয়া হবে। এরপর পুরো বিষয়টি জানিয়ে স্বাস্থ্য দপ্তর, পুলিশ কমিশনার সহ রাজ্য এবং কেন্দ্রীয় সংশ্লিষ্ট বিভাগের উর্দ্ধতন কর্তৃৃৃৃপক্ষের কাছে অভিযোগ দাখিল করেন উক্ত আইনজীবী। অতিমারীর সঙ্কটকালে সাধারণের অসহায়তার সুযোগ নিয়ে শহরের বুকে নিত্যদিন দূর্নীতির এই কারবার চালিয়ে যাচ্ছে ল্যাবটি।
যদিও সংশ্লিষ্টট ল্যাব কর্তৃপক্ষ বাড়তি অর্থ আদায়ের পুরো বিষয়টিকে অস্বীকার করেছে।
